Rebuilding NW/SW: PPRD Steering Committee Hatches New Strategies To Achieve Goals

President Paul Biya's determination to reconstruct the two English speaking parts of Cameroon through the Presidential Plan for the Reconstruction and Development of the North West and South West Regions,PPRD NW/SW has devised new tactics to deliver the goals.

The new plan baptised the 2023 Operational Strategy of the PPRD NW/SW was approved during the 5th ordinary session of the PPRD  NW/SW Steering Committee, Thursday April 13,2023.

Under the chairmanship of Mr.Balungeli Confiance Ebune, the Bottom Top Approach was adopted as the modus operandi of the Plan during a meeting at the Prime Minister's office in Yaounde.

According to a summarized version of the PPRD strategy for 2023 which we have a copy, the Bottom Top Approach will trigger community participation which is key to the sustainability of any development initiative especially in a crisis situation.

The new PPRD NW/SW Operational Strategy for 2023 will also see youths between the ages of 15 and 35 massively involved in the whole process. Many of these youths are school drop outs, drug addicts who have been forced in to crimes like kidnapping, rape and murder.

Bringing them in will help curb the above mentioned vices as indicated by the new operational strategy.

The media will also be involved like never before. Communication involving grassroots communicators on community radios, religious bodies, village town criers, just to name but these will have a huge role to play.

According to the new strategy for 2023, to encourage sticking together, appropriation, finding local solutions to local problems amongst others, the PPRD shall inform and consult Ministries, Regional Assemblies, Development and Cultural Associations and many others.

There will also be the activation of Inter-Ministerial Technical and Regional Follow-up Committees to follow up and ensure that projects are well executed.

Memorandum of Understandings will also be established with partnership institutions.

70% of the activities of the PPRD will be happening in the Green Zones, including those carried from 2022. 20% of the 2023 activities will target the Yellow Zones and 10% will be for the Red Zones and will be on a demand driven basis where the youths will take active part.

Priorities will be set with the local target population focusing on particular activities and funding availability.

Socio-Cultural and Sporting events will be organized at Sub Divisional levels in the areas of musical concerts, bringing together artists from the two restive regions.

The cry of sports admirers especially football lovers will be heard this time around as football pitches; hand and volley ball courts will be rehabilitated and constructed.

To better sell the ideas of the PPRD, iconic youths will be solicited to become goodwill ambassadors of the Presidential Plan.

To boost local economy, all non-skilled labor will as a priority be given to the youths of the locality and 30% of the remuneration saved to be used as a joint funding scheme with the Plan for life skills acquisition training.

Worthy of note is the fact that in order to restore peace to the North West and South West Regions, the PRESIDENT OF THE REPUBLIC, His Excellency Paul BIYA took a set of measures, the most important of which was the convening of the Major National Dialogue.  During this historic gathering chaired by the Prime Minister, Head of Government, Chief Dr Joseph DION NGUTE, the participants proposed, among the key recommendations, the reconstruction and development of the regions affected by the conflict.

The plan is divided into three phases; Recovery, Reconstruction and Development, respectively.

The recovery phase aims add to the return of peace; restore the dignity of the citizens of the two regions; bring infrastructure and social facilities up to standard; and prepare the ground for reconstruction and development activities.

The reconstruction phase which will extend over a period of five (5) years will focused on the revival of agro-industrial activities; support for the revival of private sector activities; and promotion of decent employment and economic integration.

 

The development phase which will span ten (10) years will make local economic activity more flexible and to position the North West and South West Regions on a path of economic growth accelerated means strengthening the support infrastructure for the productive system.  Thus, several construction/rehabilitation projects will be undertaken, particularly in the fields of energy, transport and tourism.

There are hopes that the newly adopted strategies will go a long way to cause peace to return to the two restive regions of the country.
