NW PIC Exposes Unethical Practices At Regional Assembly In 2024 Annual Report

The Public Independent Conciliator (PIC) of the North West, Tamfu Simon Fai, has revealed what observers describe as a high level of unethical practices at the North West Regional Assembly (NWRA). This revelation was made during the presentation of the 2024 Annual Report of the PIC on Friday, February 28, 2025, 21 days after it had been submitted to the Presidency of the Republic.

The findings regarding unethical practices at the NWRA were derived from a perception survey in which questionnaires were administered to members and workers of the Regional Executive Council (REC). 

The report highlighted concerns over disparities in resource allocation, operational autonomy, and the concentration of authority within the hands of the president, often to the detriment of other REC members. 

"Members of the House of Chiefs expressed that their unique role as custodians of the traditions and customs of the land was not adequately recognized. They claimed that their attributes, including royal protocol, were not respected. Additionally, they perceived an imbalance in the involvement of Chiefs in decision-making and project execution,"

 the report indicated.

Relationship Between Regional Executive Council and Workers of the Regional Assembly:

The survey revealed that some workers were victims of discriminatory practices, including differential treatment, hate speech, favoritism, and other forms of unfair treatment. Instances of violations of workers' rights, such as non-payment of overtime, delayed salaries, discrimination in training selection, and restricted access to worker information, were also cited.

The report also highlighted poor working conditions, including the absence of job descriptions and necessary working tools. 

"Staff continued to complain that, apart from the permanent employees who receive their monthly salaries, some staff on detachment have yet to begin receiving their pay. Other categories of workers, such as volunteers, reportedly receive irregular remuneration,"
the report disclosed.

Neglect Of Inclusion At North West Regional Assembly:

At a time when the call for inclusivity is increasingly emphasized, the NWRA has yet to embrace this principle. The report notes that, with regard to inclusiveness in staffing, there were no individuals with special needs within the workforce.

Other areas of interest in the survey included the staffing situation of the NWRA, revealing mixed reactions from areas where the NWRA asserted it had executed projects at 100%. With a staff strength of 51 (38 males and 13 females), only 32 had recruitment contracts.

In 2024, the North West Regional Assembly reportedly executed all 61 projects, achieving an execution rate of 100%, indicating a significant improvement from 2023. However, community verifications suggested that some of these projects were either partially or poorly executed.

The NWRA is yet to make an official outing on the PIC's 2024 Annual Report concerning the institution.

Assessing the functioning of the NWRA, the PIC concluded that the administration made efforts to fulfill its missions in 2024. However, shortcomings such as the non delegation of signatures, in disregard of Sections 302 (2) and 360 (2), which state that the Vice President and the Secretary General of the Regional Assembly should have signature delegation to assist the President, were noted. 

Furthermore, there was an absence of standard working procedures and a lack of contractual agreements for some workers, who continue to serve voluntarily since the assembly's inception in 2021.

It is worth noting that the principal mission of the Public Independent Conciliator is to ensure that councils deliver quality services to the population without discrimination or marginalization, and in respect of human rights.
